More than 1,300 DactyScan84n have been delivered to the Mexican authorities in charge of deploying the devices throughout the country to biometrically register voters.

In Cartagena, Smartmatic will be providing a smart card-based Electronic Fare Vending System with the most advanced software and hardware technology in the industry, and our capability to customize the end-to-end system to local needs, laws and regulations.

Cartagena’s Transport and Transit Authority (TransCaribe) selected the Smartmatic-led consortium to implement and operate an integrated Fare Collection, Fleet Management and Information System for the new Integrated Mass Transportation System, targeted for a service life span of 18 years.

With the new BRT, both residents and visitors will benefit from modern, efficient and safe public transportation.

This service includes the management of all aspects of fare collection, including production and distribution of the contactless smart cards used as payment medium, onboard equipment for new buses, an operations control center to consolidate and manage all information, and GSM and trunked radio communications using dedicated and public networks. It also includes all back-office systems required to guarantee the uninterrupted operation of financial administration, passenger information, and fleet control processes.

The project has been structured as an 18-year concession, during which we are responsible to design, build, operate, support and maintain a complete solution providing all technology and services as per TransCaribe’s specifications and requirements.

In a voting system, be it manual or automated, accuracy is essential in the act of voting, the vote tally, the transmission and dissemination of results, in such a manner that the intended vote from every voter is respected and accounted for.

 

When automated voting is implemented correctly, by its scientific and technical nature, it is more accurate than manual voting (which depends on human skills and abilities in the management of the vote tally) and allows instant and mechanical detection of inaccuracies of the system or any tampering attempt during the electoral process.  Accuracy is strictly linked to the potential verification of the act of voting.

 

A major factor taken into consideration by electoral authorities when implementing a voting system is the budget.  Among the principal costs that are included in an electoral process that must be analyzed from a short, medium and long-term perspective are:

a) Costs associated with the acquisition of electoral material:  while electronic voting may represent a significant initial investment in equipment, as well as in training costs, in the medium and long term an automated voting system means great savings for the national treasury.  Tons of paper and physical material are saved, transportation of electoral kits in every electoral process and savings in the safeguarded area and storage, among other things.

b) Costs associated with maintenance of electoral equipment and security / safeguard: In the case of electronic voting, voting machines require maintenance and need to be updated regularly, and also must be stored in a secure place.  Nonetheless, the electronic machines are durable and can be repeatedly used for future events and represent an investment that in the long term will greatly diminish the costs of every election.
